Sorry, I didn't type that clearly. The stainless on the Roadmaster and Limited is chrome plated stainless.

so, based on the pictures, i think its pretty clear that my bumper inserts are not stainless... anyone else out there have non-stainless ones?
maybe its just certain Special models... is it conceivable that certain factories may have used different materials to make the parts?

so i went through some pictures of '58 Buicks (all models) i had, and it seems the only bumper panels i saw rusted were on Specials. on the non-rusted ones i couldnt be 100% positive what metal they were, so it is by no means a super-definitive observation.
here are a few photos i found of rusty ones (swiped from random ebay auctions). mine arent this bad, but if they actually made my size in stainless, i might just pick up a pair instead of trying to repair my rusted-through panels.

My master parts book lists a different part number for the Panel, Rear Bumper Trim (group 7.832), as this item is called, for each model (Roadmaster and Limited use the same part numbers). The master parts book does not tell what the differences are. Size-wise, the ones for the Special and Century should be interchangeable, as are the ones for the Super and Roadmaster/Limited. I suspect the ones for the Century may be stainless and the ones for the Special may be plated or galvanized. I think this is true with the ones for the Super as well - I've bought one and it looks different than the ones for the Roadmaster/Limited (it looked galvanized). So, my working theory is that the Century, Roadmaster, and Limited used stainless panels and the Special and Super used cheaper, possibly galvanized, panels.

indeed, that sounds like quite plausible. and, now that you mention it, the panels that are not stainless do have a galvanized look to them. thanks for the input!

On my Super they are stainless
I have a 4 door and a two door on both car they are stainless.
